    In accordance with the principles of equality, impartiality and openness required by the democratic and transparent administration, the right to obtain information no. 4982 dated 09/10/2003 has been enacted in order to regulate the principles and procedures regarding the use of the right of information by persons and the related laws and regulations regulations have been enacted.

    In this context, in order to effectively use the Right to Information and ensure access to information or documents in a timely manner, an Information Acquisition Unit has been established within the scope of Article 8 of the Regulation on the Principles and Procedures for the Implementation of the Law on the Acquisition of Information No. 4982.

Application Procedure:

    Law No. 4982 on Information Acquisition Article 6: If the information application is filed with the name and surname of the applicant, the signature, the place of residence or business address, the title and address of the legal entity and the signature of the authorized person and the authorization certificate the institution or organization where the document is published. This application may also be made electronically or through other means of communication, provided that the identity of the person and other
information which may be used to determine the signature or the origin of the article is legally determinable.

Requested Information or Document Nature:

Law No. 4982 on Information Acquisition Article 7 - Application for information should relate to the information or documents that are found in the hands of the institutions and organizations to which they are referred or that they must fulfill their duties.

Institutions and organizations may respond negatively to applicants for any kind of information or document which may be generated on the basis of a separate or special study, research, examination or analysis.

If the requested information or document is located at a place other than the applicant institution and institution, the application petition shall be sent to this institution and organization and the case shall be notified in writing.

Published or Publicly Announced Information or Documents:

Law No. 4982 on Information Acquisition Article 8 - Information or documents published in institutions and organizations or disclosed to the public by publications, brochures, announcements and similar means can not be the subject of information applications.

Privacy of Private Life:

    Information Law No. 4982 on the Right to Information Article 21- Information or documents to obtain unauthorized interference with the health information and private and family life, honor and dignity, professional and economic values of the person in case of disclosure, within the scope of confidentiality of private life, is not covered.

   In cases where the public interest requires, personal information or documents may be disclosed by institutions and organizations on condition that written consent is obtained by notifying the person concerned at least seven days in advance.

How Do I Apply for Information?

  • The applications to be made in accordance with the Law on the Acquisition of Information No. 4982 must be made by filling in the application forms. Applications that are not made in accordance with the form or are incompletely filled will not be accepted.
